Actually, it depends on the person whom you're going to lend your money to. If the person can be trusted and he/she has been with you for a very long time and you know him/her well enough. Supposedly you can but it is still at your own risk cause a person can betray you anytime even though you're close.
If your own family members could betray you, the more your friends could too.So it really depends. If we never lend to the person, the person may say us name such as stingy and such but what to do? Life won't turn out the way you want it to be cause life is unfair and it's not perfect. The thing is we care for our own self but you can even lose a friend just because of money.
People say that money is everything. However, we can't buy time with money. Even love-we can't buy it with money too. So, it seriously depends on your own decision and your own risk if you want to whom you want to lend your money to.
